Recreational marijuana is currently illegal in Baltimore. So for now, the city only allows medical marijuana. In 2017 the law became fully operational allowing any Maryland resident who has an approved medical condition and certified by a participating physician in the program to apply. Maryland defines qualifying medical conditions to include cachexia, anorexia, wasting syndrome, severe or chronic pain, severe nausea, seizures, severe or persistent muscle spasms, glaucoma, post-traumatic stress disorder (PTSD), or another chronic medical condition that is severe and for which other treatments have been ineffective. Anyone whom a doctor deems a patient qualified to receive medical marijuana can receive their MMJ card, but those under the age of 18 are required to have at least one parent or guardian over the age of 21 as a caregiver. If you’re not a medical patient or caregiver and the police catch you possessing less than 10 grams of marijuana, it’s only considered a civil offense subject to a fine of $100. But anything between 10 grams and 50 lbs is a misdemeanor subject to fines of $1000 and 1 year of jail time.
